County staff presented proposed amendments to the Cascade County Senior Advisory Council bylaws that would clarify standing committee language for the Foster Grandparent program and reset term lengths to four years to maintain staggered expirations.
Kim, a county staff member, said the advisory council was created in March 2019, experienced delays after the COVID-19 shutdown and is only now operating consistently. Kim said the bylaws currently reference a standing committee for the foster grandparent program that the county has not historically maintained; staff proposed changing the language to permit convening that committee only when needed for personnel-related issues.
Kim also described confusion over term lengths: some members had been appointed to two-year terms when bylaws call for four-year terms. Staff proposed correcting the records so members appointed for shorter terms are treated as four-year appointments going forward, with an example date for expirations extending to April 30, 2028. Kim said the executive committee has historically handled foster-grandparent recognition when needed and that the revised language would reflect that practice.
Commissioners and staff discussed procedure: Kim and staff recommended separating the bylaw amendments (to be handled first) from the appointment of a new applicant, Mary Brodick, which staff said should be a separate agenda item at the next meeting. A commissioner suggested splitting the items into two agenda entries; staff agreed.
No formal amendment or appointment vote occurred during the work session; staff planned to present the bylaw amendment and the appointment as separate items on the next regular meeting agenda.
