The Moore County Planning Board voted to recommend approval of a conventional rezoning of portions of parcel ID 00990739 (Gated Community 7 Lakes) and parcel ID 00026746 (Neighborhood Business) — a combined 3.552 acres on Lucas Road — from Gated Community 7 Lakes and B-1 to RA-USB (Rural Agricultural, Urban Service Boundary).
Danielle, planning department staff, presented the rezoning request, saying the subject property is within a half mile of a voluntary agricultural district and inside the Lumber River Downing Creek WS-II-P watershed. Danielle said the watershed allows an average of one dwelling unit per acre and that the minimum lot size in the requested RA-USB zoning is one acre, which would conform with the watershed requirements. She identified the two subject addresses as 1195 Lucas Road (portion of parcel ID 00990739) and 1149 Lucas Road (portion of parcel ID 00026746) and said both parcels are owned by Green Lotus Sports LLC.
The presenter walked the board through a survey included in the application packet showing the redrawn parcel boundaries and acreage (3.552 acres) and displayed the county map layers, noting adjacent zoning includes RA-USB, Gated Community 7 Lakes and B-1. Danielle also showed the future land-use map and said the surrounding area is designated medium-density residential.
No members of the public signed up to speak at the public hearing and the board closed the hearing after giving the public an opportunity to comment. The board first made a motion that the proposed conventional rezoning is consistent with the 2013 Moore County Land Use Plan (citing Goal 1 and an action supporting infill that optimizes existing infrastructure). The board voted with no opposition and carried the consistency determination.
The board then moved to recommend approval to the Moore County Board of Commissioners of the conventional rezoning of the specified portions of parcel ID 00990739 and parcel ID 00026746, per deed book references provided in the packet (Deed Book 5559, Page 212 for 1195 Lucas Road; Deed Book 4793, Page 84 for 1149 Lucas Road). That motion also carried with no opposition recorded.
The planning board’s recommendation now goes to the Moore County Board of Commissioners for a final decision. Planning staff also announced upcoming meetings: a special meeting to expedite a separate text amendment regarding nonconforming situations (noted as being timed to allow consideration at the April Board of Commissioners meeting) and a joint work session with the commissioners and the land use plan steering committee to receive an update on the land use plan.
