The Moore County Board of Commissioners voted March 18 to accept a grant amendment and approve a project budget ordinance to complete acquisition of property in the Runway 5 runway protection zone (RPZ) near Moore County Airport.
Background and purpose Airport staff described a multiyear acquisition effort for a parcel at 185 Storage Drive that sits within the RPZ at the approach end of Runway 5. The RPZ is a cleared area meant to reduce hazards in the event of an aircraft excursion. Airport staff said the project began in 2021 with a state aid-to-airports grant and that additional appraisals, surveys and negotiation increased the total project cost.
Funding and approvals Airport Director Rick Cloutier told the board the state had previously approved grant funding and that the airport had budgeted the required local match across FY24 and FY25. No additional county general fund contribution was requested; the airport will use its available project funds to meet the local match. The board approved the grant amendment and a project ordinance revision that account for the final purchase price, attorney fees and closing costs.
Formal action The motion to approve the grant amendment and project budget ordinance (Runway 5 RPZ land acquisition; project identifiers in airport documents) carried by voice vote. Staff confirmed at the meeting that no additional county-general-fund appropriation was required because the airport had set aside local match in its capital plan.
Why it matters Clearing or acquiring property in RPZs is a standard airport-safety practice designed to reduce risk to people and property in the path of aircraft operations. Airport officials said closing on the parcel corrects a previously identified hazard area and aligns the airport with state and federal safety practices.
Next steps Airport staff will finalize project accounting, complete required reports to the state grantor and proceed with any site changes required by the airport master plan and grant conditions.
