Land Use committee sets March 10 public hearing for West End Homes phases 2–3

The Land Use and Planning Committee voted unanimously to set a public hearing for March 10 on the phase development review for the West End Homes subdivision, phases 2 and 3.
City planner Tara Porcari, with Community Development and Planning (CDPI), told the committee there is "no new information or requested changes" since the phase 1 approval and that the review is a process required by state law to determine whether any new information would create significant impacts not considered at preliminary plat approval.
The phase 2 plan includes 23 lots and 1.28 acres of parkland on the subdivision's northwest corner; phase 3 includes 18 lots and no parkland. All lots in phases 2 and 3 are shown as T3 neighborhood edge under the SWIT UPK form‑based code, except for a small OS (open space) area. Porcari said the phasing plan and zoning reflect the previously approved preliminary plat (approved Jan. 9, 2023) and that England Boulevard and Burnett Drive provide the identified street frontage for the phases.
A representative for the developer, Mr. Monroe (IMAG), clarified the access arrangement: "There will be no driveways, reaching either of those streets. All vehicle access will be through a rear lane." He said England and Burnett will provide addressing and emergency access only.
Committee counsel Michelle made the recommended motion to schedule the March 10 public hearing; a roll call produced unanimous support. Named members recorded voting "yes" during the roll call were Sarah, Permino, Campbell, Barnard, Joan, Jordan, Nelson, Nugent, Babbage and Cheryl. The committee noted a 30‑day review deadline that falls on Wednesday, March 12.
Porcari said agency contacts had no outstanding comments and that staff had received no public comment to date. The committee's action will place the matter on the full city council agenda for the March 10 hearing required before final plat approval. No substantive changes to the approved phasing, lot counts, zoning or parkland were proposed at the meeting.
The committee adjourned after the vote.
