Committee awards design contract to WGM Group for McLeod water main replacement

The Missoula Public Works Committee unanimously approved a professional services agreement with WGM Group to perform engineering design for the McLeod Avenue water main replacement project, targeted for the 2026 construction season.
Christopher Fuchs, utility engineer for the City of Missoula, told the committee the project covers McLeod Avenue (from South Higgins to Helen Avenue) in the University District and will replace approximately 1,750 linear feet of a cast-iron water main installed in 1923. Staff characterized the segment as “priority 1” for replacement because of its age and history of leakage. Fuchs said the design contract will be funded by the Water Enterprise Fund and a state revolving fund loan; he gave the contract amount as $85,100.
Council member Graham Jones offered the recommended motion and the committee voted by unanimous voice vote to award the design agreement. During the discussion Council member Campbell asked about traffic impacts along South Higgins; Fuchs said the pipe beneath Higgins will be installed using a bored crossing with two bore pits—one on each side of Higgins—so crews will not trench across Higgins and traffic flow will be minimized.
The committee approved the agreement and directed staff to proceed with design work for the 2026 construction season.
