City staff brief council on Department of Ecology design grant for Hillandale stormwater facility

Spokane City staff briefed the council on April 7 about a Department of Ecology grant to complete the design of a proposed regional stormwater facility at Hillandale Park.
“It's design money from the ecology in order to complete the... we have about a 10% preliminary design from that study, and so this is design money to complete that design,” Colin Naik, an associate engineer in the Integrated Capital Management department, told the council.
Naik said a northeast stormwater study completed earlier recommended a regional facility at Hillandale Park because existing infrastructure routes storm runoff toward the park. The concept in the study would collect stormwater, store it, treat it, and then use deep-well injection after treatment. The Ecology grant is to fund design work that advances the project beyond the existing roughly 10% preliminary design.
Council members asked clarifying questions; no formal vote on the grant was recorded during the agenda-setting meeting. Staff did not provide a final design schedule or full estimated project cost during the briefing. Naik’s presentation focused on the technical pathway — collection, storage, treatment, and deep-well injection — and the role of Ecology design funding in completing the plans for later permitting and construction.
Next steps noted by staff include completing the design work funded by Ecology and returning with further updates and any required council actions for contract awards or construction funding.
