Community Development Director Cindy Dittmer reported the parcel contains a single-family home and an oversized guest house and noted accessory-dwelling use and vacation-rental rules apply once the property is annexed and comes under city code. The planning and zoning board had unanimously recommended approval after a public discussion limited largely to height allowances; staff estimated annexation would generate roughly $7,447 annually in city tax revenue.
Speakers from the neighborhood submitted written opposition and 1 person spoke at the public hearing, but council members said staff had confirmed the proposed land-use and zoning are consistent with surrounding properties. Council voted to approve the three ordinances on first reading; the items will return for subsequent readings per city adoption procedures.
