The board noted the property’s courtyard character and incremental improvements that have already made the site a more active public space.
Applicant representatives described the project as phased: initial work will add windows, a balcony and interior build‑out; future phases could include a more extensive master plan for the block. Board members praised the improvements and the reuse of the structure and voted unanimously to grant conceptual approval; the board recorded that the item will return in future meetings with detailed plans for permit review.
