Churchill County commissioners adopt formal positions on several 2025 Nevada bills

County staff summarized numerous bills in the 2025 Nevada Legislature and commissioners then voted to register the county's positions on a set of measures.
Joe, a county staff member who presented the update, reviewed bills that could affect county operations, including water bills (AB 104 and SB 36), geothermal-related water provisions (AB 109), proposals on tax abatements and community benefit plans (AB 226; SB 355), changes to public records fees (AB 51), disability assistance and live translation requirements, and other items.
After discussion, a commissioner moved that Churchill County show support for AB 70, AB 226 and SB 116 and show no support for SB 355, AB 307, SB 93, SB 71 and SB 120. A second was given; the motion carried on a voice vote.
The board discussed several bills at length. Joe explained that AB 70 would require the director of the Office of Energy and the governor's office to consider written comments from county boards of commissioners on applications for tax abatements. He described SB 355 as a bill that would exempt certain agrivoltaic or ecovoltaic energy facilities from a fiscal-impact test used in abatement decisions and said that the bill's broad definition of "conservation" could make many solar projects qualify. "If that's considered conservation, then essentially every solar facility we have will qualify under this," Joe said, urging caution.
Commissioners also flagged AB 307 (eliminating excise taxes on the wholesale sale of cannabis) as a potential threat to county revenue if Churchill County later allows cannabis production. The board discussed timing for registering support or opposition and asked staff to return to the commission if bills substantially change in committee.
Why it matters: the adopted positions register Churchill County’s formal stance to the Legislature on key measures affecting taxation, energy abatements, court payment plans, and other administrative matters. County officials said they will continue to monitor bills and may revisit positions if bills are amended.
