Plan commission backs relocation order for Ruger Avenue reconstruction affecting six parcels

On Jan. 20 the Janesville Plan Commission voted unanimously to recommend that the City Council approve a relocation order to acquire right of way and temporary limited easements to support the Ruger Avenue reconstruction project.

Mackenzie Wilcox, an associate planner, told the commission the Ruger Avenue reconstruction is an STP (Surface Transportation Program) urban project and will be a complete reconstruction, including total replacement of curb and gutter, base aggregate and asphalt pavement, addition of marked bicycle lanes, spot sidewalk replacement, storm sewer, water main and sanitary sewer. Wilcox said because the project uses state and federal funds it must be designed and constructed to comply with Wisconsin DOT requirements.

Wilcox said six parcels will be affected; a table in the staff report identifies each impacted property and the type of acquisition (fee or temporary limited easement). She said a relocation order must be locally approved and filed with the Rock County Clerk's Office before the city can begin discussions or negotiations with property owners about fee acquisition or temporary limited easements. Wilcox also said the planning commission's review is required by state statutes prior to city council action and that the planning division had not reviewed the financial aspects of the proposed transactions.

Commissioner Jackson asked about detour routes; Wilcox said detour information is posted on the project webpage and described a likely routing using Randall Avenue to East Milwaukee Street to Pontiac Drive. She said construction is planned for 2026 and that the state hires a consultant to advance the design; the city project manager in engineering will coordinate with other project managers throughout the process. Dwayne (staff) added that the project design is at roughly 60% and will advance toward 90% with an additional opportunity for public review before construction.

Commissioner Markline moved that the planning commission find the proposed acquisition of right of way and temporary limited easements to facilitate the Ruger Avenue reconstruction project consistent with city plans and recommend the City Council proceed with the transactions; the motion noted that the planning commission had not reviewed financial aspects. The motion carried unanimously on roll call; commissioners present voted yes.

The planning commission's recommendation allows the city to file the relocation order with the Rock County Clerk and for city and state consultants to continue design and property acquisition steps ahead of the planned 2026 construction season.
