Votes at a glance: Janesville council proclaims Library Week, recognizes Vietnam veterans, approves consent items and closes several claims

Key votes and outcomes

Resolution recognizing National Library Week: The council adopted Resolution No. 2025-2324, proclaiming April 6–12, 2025, as National Library Week in Janesville and commending the Hedberg Public Library’s service statistics. The motion to approve was made by Council member Nino and seconded by Council member Squire. The resolution passed unanimously.

Resolution recognizing National Vietnam War Veterans Day: The council adopted Resolution No. 2025-2327 recognizing March 29, 2025, as National Vietnam War Veterans Day in Janesville. The motion was made by Council member Williams and seconded by Council member Jackson; the resolution passed unanimously.

Consent agenda: Items A, B, C, E, F, G and H were approved under consent after Item D (the 2024 annual investment report) was pulled for separate consideration. Consent items included minutes from the March 10, 2025 meeting; closed-session minutes; financial statements; designation of city property as surplus and conveyance of 13 North Main Street to Genes LLC; approval of the final plat for Pine Ridge Estates Fifth Addition; and a commendation for Julie L. Plus Meyer for 27 years of service. After separate discussion, the council voted to adopt the annual investment report (Item D). All consent votes were unanimous.

Rezoning first reading and referral: The council held a first reading of Ordinance No. 2025-916 to rezone property at 728 Railroad Street, 7209 Harding Street and 735 Harding Street from M-3 Central Light Industrial District to B-2 Community Shopping District; the council referred the ordinance to the Plan Commission and scheduled a public hearing for May 12, 2025.

Closed session outcomes and exemptions invoked: The council convened in closed session under Wisconsin Statute section 19.85(1)(e) and (c) to discuss bargaining and litigation strategy and personnel matters. On return to open session the council recorded the following decisions: - Walgreens assessment settlement: The council agreed to a settlement amount for 2023 in the amount of $30,415.86, conditional on acceptance by Walgreens, and voted to deny Walgreens’ refund claim for 2024 filed in January 2025 as invalid. The motion was made by Council member Jackson and seconded by Council member Miller. - Holiday Inn claim: The council agreed to reject the Holiday Inn claim (motion by Williams, second by Burdick). - Zocks property acquisition: The council approved a purchase price of $280,000 for the property at 411 West State Street with a closing target of Aug. 1, 2025 (motion by Squire, second by Miller).

All recorded actions at the meeting were approved by unanimous vote where a roll call was recorded. Where additional documentation or hearings were needed (for example the rezoning), the council directed staff to proceed with the referral or post the public hearing date.
