The Duval County School Board received a first read of policy 9.3, which governs rental and use of district facilities and grounds. Staff said the current policy limits rentals primarily to nonprofit organizations and narrowly constrains fee waivers to situations where the district is already using a facility at the requested time.
Presenters told the board that fee schedules are based on the district’s cost to operate a building for an event (utilities, custodial, security, and staffing) and that an administrative procedure sets the fees. Staff said the district does not routinely require outside event organizers to provide security but can require it or charge for district personnel and custodial overtime when an event creates additional costs.
Board members asked whether the district collects damage deposits or requires insurance (staff said insurance is required and that payment is expected before access to keys or facilities is granted). Members also asked whether third‑party renters may collect admission revenue at the door; staff said the district’s procedure requires organizers to disclose charges and that additional administrative charges may apply if an event collects money on site.
Several board members asked staff to circulate the full administrative procedure, the fee schedule and the planned Facilitron (facility‑rental) system demonstration so the board can review fees, security requirements, custodial overtime rules, and how charter schools and DCPS‑sponsored programs will be treated. Direction: Staff will circulate the procedural documentation and fee schedule and return the item at the next policy review session for further consideration. No formal vote took place.
