District to advertise phase 1 bids for major campus rebuild; demolition, asbestos abatement and GMP expected this year

A district construction representative told the school board the project to rebuild the campus is moving into phase 1 and that the district received phase 1 bid documents about a week before the meeting. The plan is to advertise scope packages in March and April, satisfy statutory advertising requirements and bring a guaranteed maximum price for phase 1 to the board in May.
Scope and schedule: the phase 1 work will include demolition of Buildings 7 and 16, removal of the pool structure, site setup and fencing to separate construction from operating areas, and limited asbestos abatement. The construction representative said crews aim to start heavy construction site work by June 1 so the site is ready by the August school start; the timeline will be tight and that start date is the goal for meeting long lead items.
Asbestos abatement: design and environmental consultants prepared an abatement plan that staff said limits asbestos to floor adhesives, some piping insulation and similar materials. According to the representative, the hazardous materials are mostly intact and not airborne now, but they must be contained, removed, bagged and legally disposed of under the abatement plan and applicable state and federal tracking and disposal rules. The plan and inspection will be part of contractor work before demolition.
Budget and procurement: the design team and construction staff said they will seek contractor bids after the required 30‑day advertisement period and that abatement contractors will be certified and managed under the abatement plan. The representative said the design-development submittal is due in April and a 90% submittal will follow ahead of full permitting; staff expressed a goal of obtaining civil/site permits as early as practicable to progress earthwork while final building drawings are completed.
Student placement and phasing: board members asked whether students would need to be relocated to accelerate the schedule. Staff said moving students from the campus for the 2026–27 school year would allow demo and site completion sooner and could yield an earlier overall completion date — staff estimated a target to complete new classroom buildings and usable spaces by August 2027 if sequencing and permitting align. No decision to relocate students was made; district leadership will present alternate schedules and plans for board input before final GMPs.
Gymnasium: the design team is studying whether to renovate or replace the existing gym. Staff said renovating alone likely would not satisfy current ADA and life‑safety requirements; the preferred direction is trending toward a replacement because rebuilding to code is comparatively less costly given the gymnasium's size and the code work needed.
Why it matters: phase 1 will clear the site and enable major construction; schedule and abatement decisions affect timing, costs and whether students remain on campus during construction. Board members requested a clear timeline and near-term updates to respond to community questions and concerns about funding and project delivery.
Ending: staff committed to returning with design-development documents in April, a GMP for phase 1 in May if procurement proceeds as planned, and alternative phasing scenarios that would show the effects of relocating students versus maintaining campus occupancy during construction.
