City commission approves 10 properties for Neighborhood Revitalization Program; 408 W. Ninth voted separately

The Ottawa City Commission on Feb. 12 approved a Neighborhood Revitalization Program (NRP) recommendation to add 10 residential properties to the program, after withdrawing 408 West Ninth from the initial motion and voting on it separately because a commissioner had a conflict.
Planning Assistant Ashley Heard presented the review committee’s recommendation and listed the properties: 840 East Hamblin, 842 East Hamblin, 844 East Hamblin, 833 East Seventh Street, 414 South Poplar, 734 South Elm Street, duplex 312–314 South Cherry, duplex 823–825 East Wilson Street, fourplex 1011–1017 North Cherry Street, and a remodel at 804 West Ninth Street. She said some lots were created by a lot split and that units would be a mix of for-sale and rental properties.
Heard told the commission the city’s portion of the tax rebate for years 1–5 would total “a little over $10,000” per year and be slightly less for years 6–10; she said the expected city contribution over 10 years was “approximately a hundred and $3,000 over that 10 years.” The program offers a tax-rebate incentive tied to new construction or qualifying rehabilitation in the established NRP district.
Mayor Pro Tem Clayton disclosed a conflict at the start of the meeting, saying she is the general contractor on the property at 408 West Ninth Street and that she would abstain on that property. To allow her participation on the other addresses, commissioners withdrew 408 West Ninth from the first vote and approved the remaining properties by roll call.
A subsequent roll call approved 408 West Ninth separately. Legal staff had approved the document “to form,” and staff recommended final action at the Feb. 12 meeting.
