Commission accepts completed public infrastructure for 20 Third Street development

The Ottawa City Commission on March 5 adopted a resolution accepting public infrastructure improvements to 20 Third Street completed as part of the Victory dealerships development.
Director Nies told commissioners the project began in May 2023 and that the city engineer (BG Consulting) certified completion on Dec. 3, 2024. The initial total cost estimate for the improvements was about $1,800,000; staff provided a breakout showing roughly $1,500,000 for streets and stormwater, $119,000 for the waterline and $138,000 for sanitary sewer. Nies said those cost figures had not yet undergone final certification and that accepting the work integrates those improvements into the city's public asset inventory and assigns the city responsibility for future maintenance.
The presentation noted the public participation in funding through the tax increment financing (TIF) district and the issuance of industrial revenue bonds, which provided a sales tax exemption for the project's public and private improvements. Commissioners praised the public-private partnership and moved to approve the resolution. Roll-call votes by Commissioner Kaler, Commissioner Crowley, Mayor Pro Tem Clayton, Commissioner Skidmore and Mayor Allen recorded "Yes;" the motion carried.
Staff said there are no direct ongoing costs at the time of acceptance beyond the city's future maintenance obligations; the engineering certification and final cost certification will be completed as part of the record.
