The Liberal City Commission approved transferring $221,646 from fund 260 (1¢ sales tax capital improvements) to fund 301 (construction in progress) to credit the city's wastewater project for clearing and grading costs under a prior change order.
City staff said the expense originated in April 2022 as change order No. 9 for the wastewater treatment facility and included $221,646 for clearing and grading on the city's wastewater property (referred to as Candich). Staff told commissioners that, in their view, the clearing and grading should have been separated from the wastewater plant bills and initially charged to the 1¢ sales tax fund. Fund 260 was reported to have a cash balance of over $7,000,000, about half already earmarked for street improvements and housing projects; staff said balances are sufficient to support the transfer.
Commissioner Warren moved to transfer $221,646 from fund 260 to fund 301 to credit the wastewater project. Commissioner Parsons seconded and the motion passed (vote tally not specified in the meeting record). Staff indicated the transfer will help reduce a negative cash balance on the wastewater project ahead of a KDHE loan amendment.
Staff provided the original change order documentation in the meeting packet and said they plan to use the transfer to lower the outstanding balance before seeking an amendment to the KDHE loan.
