Staff said the current recommendation was for 4.5 MW, while GRDA offered to renew the same demand, energy and costs and extend the agreement for 25 years. Commissioners also discussed the trade-off in near-term electricity costs versus long-term capacity. One commissioner summarized staff modeling showing that buying energy on the open market could save about $5 million over the contract period compared with the PPA, but that approach would not secure the same standby capacity. Commissioners cited uncertainty about projected industrial loads and local school and housing projects when making their decision.
After discussion a motion to recommend the 25-year extension for 9 megawatts was made and approved by the commission (vote recorded as unanimous). The recommendation will be forwarded to the Gardner City Council for final action.
