Bayville board introduces Chapter 80 zoning amendment, declares lead agency under SEQRA

The Bayville Board of Trustees voted to introduce Local Law 2025, an amendment to Chapter 80 (zoning) of the Village Code, and declared the village the lead agency under the State Environmental Quality Review Act (SEQRA). The board classified the proposal as a Type I action because the changes would alter allowable uses within a zoning district affecting 25 or more acres.
Trustees directed the village attorney to prepare notice and legal documents for a public hearing set for 6:30 p.m. on March 24, 2025, at Village Hall. The resolution was prepared in consultation with the mayor, deputy mayor, village clerk and building inspector.
One trustee asked that the draft’s reference date for preexisting "mother-daughter" residences be changed from a fixed date (Jan. 1, 2025) to the law’s effective date to avoid disadvantaging applicants who might file before adoption. The board accepted that suggested wording change to read "the effective date of this local law" for the relevant provision.
The board referred the draft to the required public-notice procedures and set the hearing date; the village attorney will handle filings and notices with the Secretary of State as needed.
