Decatur council approves routine contracts and grants as members press for procurement accountability

At a March work session, the Decatur City Council approved multiple routine contracts, grant acceptances and capital spending items while council discussion flagged concerns about single-responder bids, recurring licensing costs and reuse of city-owned materials.

Councilmember Perucci raised questions about financial accountability and procurement practice, saying that beyond tracking where money goes the city must “find the best and most cost-effective way to get business done.” He questioned why the city had single responders on several bids and asked how vendors were notified about solicitations.

Decatur Utilities representative Glenn Bull presented Resolution 25,044, a Municipal Utility Board (MUBA) expenditure of $140,075 to construct an equipment shed at the Central Parkway service center to store vehicles and conduit material. Bull said two qualified proposers responded and the city intends to accept the lower-priced proposal.

Jeremy Sherrill, procurement, described the city—id process on several contract renewals the council approved. On the plumbing contract (bid 25013, Resolution 25,046) Sherrill said the city invited 11 local bidders and 9 regional bidders through a third party and received a single response from George Plumbing.
