Decatur council approves routine contracts and grants as members press for procurement accountability

At a March work session, the Decatur City Council approved multiple routine contracts, grant acceptances and capital spending items while council discussion flagged concerns about single-responder bids, recurring licensing costs and reuse of city-owned materials.

Councilmember Perucci raised questions about financial accountability and procurement practice, saying that beyond tracking where money goes the city must “find the best and most cost-effective way to get business done.” He questioned why the city had single responders on several bids and asked how vendors were notified about solicitations.

Decatur Utilities representative Glenn Bull presented Resolution 25,044, a Municipal Utility Board (MUBA) expenditure of $140,075 to construct an equipment shed at the Central Parkway service center to store vehicles and conduit material. Bull said two qualified proposers responded and the city intends to accept the lower-priced proposal.

Jeremy Sherrill, procurement, described the city—id process on several contract renewals the council approved. On the plumbing contract (bid 25013, Resolution 25,046) Sherrill said the city invited 11 local bidders and 9 regional bidders through a third party and received a single response from George Plumbing. "They have been with us since 2012 and we have no complaints," Sherrill said, adding that Alabama law permits negotiated pricing when only one bid is received and pricing does not appear out of balance.

Other contract renewals the council approved included: Waste Away for dumpster services (bid 25015, Resolution 25,047), Pepsi Cola Decatur for soft drink services at Point Mallard (bid 25016, Resolution 25,048) and acceptance of a grant to improve the Flying Dragon disc-golf course (Resolution 25,049). The meeting record indicates the disc-golf grant was described in discussion as approximately $100,000.

Parks and Recreation Director Stephanie McLean presented two park-related items that drew questions. On a proposed $11,025 contract to install fencing at the Wolverine Park dog park (Resolution 25,051), McLean said the vendor will reuse existing chain-link fencing removed from another city site but will need to install new concrete posts, explaining that several vendors declined to work with reused materials.

Perucci also questioned a proposed camera purchase and installation at Point Mallard and ClearSpan facilities (resolution noted in the meeting). He calculated the package at roughly $40,000 for 18 cameras (about $2,200 per camera), $16,000 for three years of licensing and $26,000 for installation and asked whether lower-cost, off-the-shelf wireless options had been considered. McLean and Parks staff said the cameras are needed because the sites have experienced more than $41,000 in vandalism to date and that the company under consideration has an existing relationship with the city; staff said they had evaluated connectivity and worked with the IT vendor Lightwire Solutions on the technical approach.

The council also approved an agreement to continue using inmate labor provided by the Alabama Department of Corrections for select city departments (Resolution 25,050) and an award of an engineering proposal to Garver for the Church Street reconstruction engineering (Resolution 25,055).

Several council members and staff said they want to reduce waste and maximize reuse of city property while preserving competitive procurement practices. Staff repeatedly described the solicitations used, vendor lists and the option to negotiate under state law when a single bid is received.
