Bronxville reports sizable municipal emissions cuts; Green Committee outlines next steps including DPW solar and building upgrades

Bronxville’s Green Committee reported measurable reductions in municipal greenhouse gas emissions and presented projects that committee members say would push the village close to New York State climate targets.
Carol Upsher, a Green Committee volunteer who compiled the updated inventory, told the Board of Trustees that municipal emissions for village operations dropped by about 19% between the committee’s 2018 baseline and 2023, and that the village has already achieved major savings from its streetlight conversion and other steps. Upsher said the village’s streetlight electricity use fell 74% and that overall municipal electricity consumption dropped from just over 1,000,000 kilowatt-hours to roughly 560,000 kilowatt-hours between the earlier baseline and 2023.
The committee framed those changes as the result of multiple measures: converting street lighting to LED, installing public EV chargers, a new DPW building with higher efficiency, expanded recycling and food-scrap programs, and employee-commute changes that committee data say reduced annual commuting miles and gasoline use.
The Green Committee described additional projects now in design or early procurement that it says would yield larger building-sector savings. Those include energy-management system installations and lighting retrofits for Village Hall, the DPW building and the library, a proposed solar installation on the DPW facility that preliminary proposals estimate could produce about 150,000 kWh a year, and the planned conversion of select heating systems away from heating oil. The committee said the combination of those projects would deliver roughly another 100 megatons of carbon reduction as reported by the committee and would put the village near a 35% municipal emissions reduction by 2027; the state-referenced goal discussed at the meeting was a 40% reduction by 2030.
Upsher also described a staff/employee commute survey the group ran. According to the presentation, employees report shorter commutes and increased use of hybrid vehicles and public transit, changes the committee said lower fleet- and commuter-related emissions by a measurable amount.
Trustees asked for more detail on the one area where building emissions rose between 2018 and 2023; Upsher said the energy-efficiency measures for buildings are only starting to be implemented in 2024–25, and the improvements are expected to show in future inventory updates. She noted the village has secured nearly $80,000 in state clean-energy funds so far and is awaiting decisions on additional grant awards.
The committee requested continued cooperation with neighboring jurisdictions and major local institutions (including the hospital and faith communities) to expand community-wide emissions planning, and recommended pursuing a tree-planting/public–private partnership to support canopy restoration.
If the projects proceed as described, the Green Committee said, village operations would approach the state-referenced benchmark well before 2030, subject to final grant awards, design outcomes and construction schedules.
The report was informational; trustees gave no formal direction on immediate funding beyond the grant and procurement work already under way and asked staff to keep the board updated on upcoming bids and grants.
