Among the items read into the record were: acceptance of donations from Liberty Ducks and Orchid LLC; authorization of budget transfers to cover employee pay and healthcare deductibles; authorization of budget management transfers to cover appearance and vital statistics expenses; designation of funds for construction and recovery of council expenses; and authorization of a transfer from the general fund to the capital fund for a 2024 housing rehabilitation project. During debate, Heather explained the vital-statistics budget amendment was to correct an omission in the 2025 budget spreadsheet and was a valid request.
A council member (Margaret Randall) supported moving the package; later a motion to approve was made and carried by voice vote. Toward the meeting’s close, the chair called for the vote; members responded "aye," and the chair declared the motion carried. The transcript records the voice vote as the method and affirmative response but does not list a full roll-call tally for each resolution in the package.
Council scheduled additional discussion on the lease addendum in a future meeting and asked staff to circulate the red-line and supporting legal review prior to that discussion.
