Council adopts package of emergency ordinances and resolutions; one ordinance draws a lone no vote

Cleveland City Council passed a package of emergency ordinances and resolutions during its March 31, 2025 meeting, adopting measures that range from senior services contracts funded by ward casino revenues to property transfers and public-works agreements.

The council placed several measures on final passage by unanimous procedural votes and recorded roll-call tallies for final adoption. Council suspended rules and approved the following items in bundles during the meeting: a set of senior-lawn-care and senior services agreements (ordinances 4-27-2025 through 4-30-2025) were moved and passed with 14 votes in favor; multiple first-reading emergency ordinances by departmental request on public-works, public-utilities, and economic-development matters were also introduced and advanced for administrative review.

The council also adopted Resolution 4-57-2025, opposing proposed cuts by the U.S. Department of Agriculture and proposed state budget reductions to food assistance programs that the resolution said would affect the Greater Cleveland Food Bank. Councilmember Michael Polencik spoke in support of the resolution, noting the food bank's expanded distribution and the local consequences of federal funding reductions. The resolution passed by recorded vote, 14 ayes.

During the second-reading block, the council advanced a larger set of departmental and lease-related ordinances and granted final passage to most items. One notable recorded result: Ordinance 10-62-2024, authorizing acceptance of a donation of three single-unit public restroom structures from Campus District, passed on final passage with 13 ayes and 1 nay (Councilwoman House Jones recorded as a no). Councilmembers otherwise recorded 14 ayes on the remaining second-reading emergency ordinances shown on the roll.
