San Juan County sets public hearing for Shaw Island essential public facility application

San Juan County council members voted to set a public hearing on May 20, 2025, to consider an application to site an essential public facility on county-owned property on Shaw Island.
County staff explained the applicant submitted the required materials late last year and held a public meeting on Shaw Island on Dec. 5. The proposal would site the facility on the northern parcel of two county-owned lots the public works department purchased last summer and would phase operations from the existing Glenday Road public-works site to the new site as permits and infrastructure permits allow.
The staff presenter said the county has initiated the Department of Community Development (DCD) checklist process; the DCD determination will open a 14-day public comment period. She said the county will issue a press release with links and information when the comment window opens.
Council members asked whether the timeline to vacate the Glenday Road site was contingent on permits and construction of dry storage at the new site; staff confirmed the timeline depends on permitting and facility construction. A council member suggested the county consider granting an access easement to an adjacent, currently landlocked parcel (referred to as site C) to preserve long-term access, and staff said that could be reviewed if the island’s needs indicate site C would be used in the future.
The council moved, seconded and approved setting a public hearing for May 20, 2025. Staff said the public comment period for the DCD checklist will follow the department's processing of the application and that the county will notify the public when that period opens.
No final decision on the facility’s siting or design was made at the meeting; the hearing will allow further public testimony and subsequent council action.
