Commissioners hear urgent calls to bolster law enforcement staffing and protection-order training; bond fund updated for morgue furnishings

County law enforcement and a public safety expert urged commissioners to ramp up enforcement and training to address what they described as an escalating drug and violence problem, while county staff provided a bond-fund update and a prioritized list of coroner furnishings for a new morgue.
Josh Pector, supervisor of the Okanogan County drug task force, told the board the task force's funding and staffing are constrained and that additional personnel would substantially increase investigative capacity. Pector said the task force has historically relied on multi-agency participation and that federal/state grant programs (e.g., Byrne-JAG and related grants) require partner contributions; he said local agencies often struggle to supply personnel and that the task force currently operates with a small team. Commissioners discussed options including shared staffing, contract funding from municipalities and applying for available state grants.
Public comment: Raven Buckingham, who identified herself as a statewide subject-matter expert on stalking and gender-based violence and a resident of unincorporated Okanogan County, told the board she had helped arrange training and a budget proviso at the state level to fund remedial training for protection-order and lethality assessment work. Buckingham described a recent credible school-shooting threat in the Meadow Valley and urged the county to use available legal tools, including extreme-risk protection orders (ERPOs), and to prioritize training for law enforcement, prosecutors and judges on stalking, strangulation and coercive-control indicators. She said she had coordinated a safe-firearm-storage distribution and the county-level Handle With Care program to support children affected by trauma.
Bond fund and morgue furnishings: Mike Ward of the sheriff's office updated the board on construction of a new morgue and sheriff's storage building, reporting that concrete footings were scheduled and that the bond fund shows approximately $72,600 remaining after anticipated testing and commissioning expenses. Ward presented a prioritized list of coroner furnishings totaling about $38,700; commissioners authorized staff to proceed with procuring the listed furnishings and to explore opportunities to buy equipment through the construction contract if advantageous.
Ending Commissioners asked staff to work with law enforcement and external partners on grant opportunities and staffing options for the drug task force, to pursue training and ERPO education described by Buckingham, and to proceed with procurement of prioritized coroner furnishings consistent with bond-fund availability.
