Board narrows superintendent-handbook committee, assigns chairs to subcommittees

At the March 12, 2025, Clallam County Fair Board meeting, members reorganized the superintendent-handbook work into a smaller subcommittee and assigned chairs for several committees so they can meet separately without triggering quorum rules.

Julie, board member, asked that the superintendent handbook be treated as a separate committee from the superintendent vacancies committee so each group could meet independently. “If that is the case, then we shouldn't allow that many people on a committee because the whole point of a committee is to be able to meet separately from the general meeting,” Julie said.

Fair manager Sherry confirmed the handbook review is separate from the superintendent vacancies committee and said she would create a separate superintendent-handbook committee list that limits membership to allow meetings without a quorum. Board members agreed to split responsibilities so one committee handles handbook updates and a different committee interviews candidates for superintendent vacancies.

Committee chairs were proposed during the meeting: Julie agreed to chair the superintendent-handbook subcommittee, and the vacancies committee was assigned Christine, Sherry and Carol (with LaDonna also listed on the vacancies committee). The board also identified barn-building superintendents and other subcommittees and asked Sherry to circulate updated rosters.

The board discussed the practical reason for the change: when too many board members serve on a single committee, the group cannot meet separately because it may constitute a quorum of the whole board. Members asked that one person be designated to finalize rosters and email the group so the subcommittees can begin separate work.

Ending: Sherry will circulate the updated committee rosters and the board expects the new subcommittees to meet and report recommendations at future meetings.
