County adopts amended Public Works fee schedule: franchise, road-use and Roan water-bank fees set

KITTITAS COUNTY — The Kittitas County Board of Commissioners adopted amendments to the Public Works fee schedule by approving a resolution that sets an amended-franchise fee at $1,615, a road-use agreement fee at $917.72 and a Roan water-bank fee at $9,300.
Josh Frederickson, Public Works, told the board the franchise fee change adds a pathway for current franchise holders to amend existing franchises without canceling and reapplying; the proposed amended-franchise fee mirrors the level of effort required for a new franchise. "We're proposing to amend our fee schedule to include, a statement where it's new franchise or amended franchise fee, and that would be $1,615," Frederickson said.
Frederickson explained the road-use agreement fee is aimed at temporary uses of county roads, such as film shoots, and covers administration and standard insurance requirements. He said traffic-control costs are not included in the fee and would be provided by the applicant or a third party when needed; the county will monitor and recoup any costs that exceed the fee.
On the Roan water bank, Frederickson said the $9,300 fee reflects the purchase price and limited supply of those water rights and their different service area compared with the county's other water-bank assets. The department tracks staff time on permits and agreements and sets fees to recoup the actual costs of administering the permits, Frederickson said.
After closing public comment with no speakers, a commissioner moved and another seconded adoption of the fee amendments by resolution. The board approved the measure by voice vote.
Notes: The Public Works amendment cites Kittitas County Code chapter 4.1.16 as the codification location for fees; staff said they review permit fees annually and will charge actual additional costs if work exceeds the adopted fee.
