Commissioners approve 5-year FBO and fuel-farm agreement with Aviation Services LLC at Bowers Field

KITTITAS COUNTY — The Kittitas County Board of Commissioners on March 4 approved Resolution 2025-446 authorizing a facility and fixed-base operator (FBO) agreement with Aviation Services LLC for operations at Kittitas County Airport, Bowers Field.
Josh Frederickson, Public Works, said the five-year, renewable agreement outlines FBO services such as hangar space, a pilot lounge, restroom facilities and flight-planning space, and assigns responsibility for fuel-farm operations to the FBO. Frederickson said the county will receive a flowage payment on fuel sales; the agreement specifies a 10 percent return to the county per gallon sold to support airport operations.
Frederickson described work that began in about 2021 related to selecting a new FBO and construction of hangar space. He noted Aviation Services built hangar space that other users occupy: "It looks like the conversation started with, going with a new FBO, and that's evidenced by a new land lease that had gone into place, construction of a new hangar space," Frederickson said. He also identified Aaron Greer as a representative of Aviation Services LLC present at the hearing.
After closing public comment, a commissioner moved and another seconded approval of Resolution 2025-446. The board approved the resolution by voice vote.
The resolution lets the county delegate day-to-day FBO operations and fuel handling to Aviation Services LLC under terms that include a five-year initial term and potential renegotiation upon renewal. The agreement requires the FBO to meet minimum standards established for Bowers Field, and identifies the flowage payment as a revenue source to be invested back into airport maintenance and improvements.
Notes: County staff said occasional third-party fuel deliveries have occurred and that the county will continue to bill outside agencies or customers for fuel delivered directly to aircraft; on-site FBO staff will assist with monitoring deliveries and coordinating charges.
