Phil Alberts, hearing examiner for Kitsap County, opened a hearing on the Nurburg conditional use permit for an accessory dwelling unit, file number 24-03283, and admitted staff exhibits 1–16 into the record. Darren Gurney, current planning supervisor with Kitsap County Department of Community Development, presented the staff report and recommended approval.
Gurney told the examiner the application received no public comments during the notice-of-application period, and the county issued a SEPA determination of non-significance that became final. The proposal would convert an existing garage into an ADU; Gurney gave the ADU size as about 743 square feet and said the conversion would create a two‑story structure matching the primary residence in color and window treatments. Staff reported no critical areas on or near the parcel, and that the proposal met applicable setbacks and Kitsap County code criteria.
No member of the public spoke during the hearing and the applicant declined to comment. Alberts closed the Nurburg portion of the hearing after confirming the application was “pretty straightforward” and that such ADU applications are “routinely approved.” The county will issue a written decision later; staff recommended approval but no formal final action was recorded in the hearing transcript.
