The Planning and Zoning Commission held a public hearing on PNZ 2024-12 on a request to annex and rezone an approximately 2.30-acre parcel at 2327 W. Osage St. from Franklin County A zoning to the City of Pacific C2 (arterial commercial) and to consider a conditional-use permit (CUP) application to operate a car lot.
Planning staff recommended the rezoning, saying it “would match all of the other parcels on that end of Osage Street” and that “we would recommend the rezoning for this one.” The staff presentation noted that, if annexed and rezoned, the site must be brought into compliance with city codes for parking and other standards before occupancy.
Teresa Davison, who identified herself as an engineer with Height Hat Engineering of Springfield, Missouri, spoke for the applicant and told the commission she has visited with city staff and that “several items would need to be up to code” but that the applicant intends to bring required improvements forward. The applicant’s representative also confirmed the proposed car lot would be sales-only; there will be no vehicle-service bay or repair shop on site, though detailing of vehicles was described as acceptable.
Commissioners asked about site improvements and enforcement. One commissioner said his “only concern was just making sure that parking lot's paved” and warned the commission against approving the rezoning only to later seek a variance to avoid paving. Planning staff and the applicant said paving and other code upgrades would be shown on the construction plans and addressed as part of the annexation/rezoning and subsequent permitting.
After discussion the commission voted to accept the map-amendment/annexation and to move the CUP forward for the car-lot use. Commissioner Weimer made the motion to accept the application; the motion was seconded and commissioners indicated support. Planning staff noted that, once accepted, the matter proceeds toward the Board of Aldermen; a Board of Aldermen public hearing was announced for Feb. 2.
The commission’s action does not itself grant the CUP — the car-lot CUP and any required site work remain subject to city review, conditions and final approvals. Planning staff and the applicant said they will show paving and other code-required improvements on the submitted plans and work through permitting steps with Franklin County and the city as appropriate.
