The Pacific Board of Aldermen on Feb. 4 handled a block of routine and development items in a meeting that produced several final actions and at least one notable defeat.
Key votes and outcomes (by bill/resolution number):
- Bill 5,264: Ordinance approving voluntary annexation of property described in the bill (read at the meeting). The clerk recorded the roll call and the minutes state that Bill 5,264 became Ordinance 3,439.
- Bill 5,270 (amendment to annexation for property at 2327): Alderman Cleave moved and the board approved an amendment stipulating that the annexed lots parking/driveway must be paved by no later than June 2026; the item will return for a second reading at the next meeting.
- Bill 5,265: Zoning map amendment (rezoning to R-1B for a 7.89-acre tract at Old Grama Summit Road and Katy Lane). After public and aldermanic comment the board voted against advancing Bill 5,265; the minutes record that the bill did not become an ordinance.
- Bill 5,266: Ordinance updating the city code prohibiting discharge of a firearm within or into the city limits. Attorney Jones explained the change responds to a state statute (referred to in the meeting as Blairs law) that lowers the required mental state from knowingly to recklessly and expands coverage to firing from outside into the city. The board passed Bill 5,266; the clerk recorded it as Ordinance 3,440.
- Bill 5,267: Ordinance approving a final plat and performance surety for Pacific Logistics Park, Plat 2 Subdivision. The board approved the final plat and the bill became Ordinance 3,441 per the clerks announcement.
- Bill 5,252: The proposed infill-subdivision regulation (see separate article). The motion to approve failed and the bill did not become ordinance. The board subsequently passed a motion directing the city attorney to draft a new ordinance incorporating input from Alderman Meadows and the planning and zoning officer.
- Resolution 202502: Authorized payment and easement acquisition work related to the Fourth and Osage intersection widening (First and Osage improvement project). The resolution was approved; the board discussed an estimated payment figure itemized in the contract packet and clarified the line for potential property payments versus consultant fees.
Other actions and administrative items:
- Pacific Logistics Park, Plat 2 final plat (Bill 5,267) was approved and recorded to become Ordinance 3,441.
- The board voted to authorize staff to submit an application for the Highway Inn Phase 5 grant program; aldermen approved submittal of the application and associated application fee. The board discussed that, if awarded, the city could be responsible for a local match; staff noted a $273,000 match figure in the packet as an illustrative project match.
- Special event permits: The board approved the Protection Sports Association permit for Liberty Field (May 23-25), approved a permit for Bigfoot 4x4 (June 7) and tabled the Pacific Partnership car-show/block-party permit pending clarification of the application form and sponsorship/pyrotechnics checkboxes.
- Jeffrey White Memorial Skate Park: A committee recommended proceeding with SWT Design combined with American Ramp Company for design and construction. Board members rescinded an immediate award after the city attorney said state procurement rules require a three-step process for design-build contracts; the attorney will advise on next steps and a cost-sharing agreement will be reviewed by the committee and attorney before return to the board.
- Miscellaneous expenditures and contract items appearing in the packet (UMB payment, PMAC fees) were approved as presented.
Ending: Several development measures advanced; one prominent land-use restriction (Bill 5,252) was rejected for further redrafting. The city attorney and planning staff will prepare updated ordinance language and procurement guidance for items that require additional legal review.
