Commission denies conditional use permit to pave South First Street lot for vehicle storage

The City of Pacific Planning and Zoning Commission on March 11 denied an application for a conditional use permit to pave and use a 0.09-acre lot at 510 South First Street for vehicle storage.
Planning staff told the commission the parcel lies in an AE-designated flood zone and that paving the small lot could increase runoff. The lot, near Liberty Park, is about 0.09 acres and sits in a commercial (C1) context where up to 80% site coverage is allowed; staff said the size and location raise questions about appropriateness and floodplain permitting.
"This sits within the flood zone down there that does flood from time to time," planning staff said during the public hearing and warned that paving in floodplain areas can increase runoff and may require a floodplain development permit or a flood study.
No applicant representative was present at the second hearing. Commissioners expressed concern about drainage impacts on neighboring properties and the lack of a detailed site plan. Commissioner Goodman moved to deny the conditional use permit; Commissioner Weimer seconded. The motion passed 7-0.
The denial means the applicant will need to address floodplain permitting, provide a site plan and technical documentation before the commission would reconsider any paving or vehicle storage use on the parcel.
