Staff briefs council on exploratory West Central regional water district study; city asked to consider participation in study

Reid (staff member) provided an informational update on a regional water‑supply effort organized through Polk County and asked the council whether East Grand Forks would consider participating in an exploratory engineering study.
Staff said the group is researching possible water sources and district configurations for parts of Polk, Norman and Clay counties and has met with local water providers, including East Grand Forks, Moorhead and Crookston. The request to the city is limited to participating in the study and, if the council agrees, providing a letter of support toward potential federal infrastructure funding and to the water district’s request to perform the study.
Staff emphasized the work is exploratory, with no commitment requested to sell or provide water; technical questions will be answered by the city’s water technical lead, Keith Mickelseth, who was in Washington, D.C., during the meeting and expected back later in the week. Council members said they are interested but cautious and asked for more technical analysis before any commitment.
