The East Grand Forks Water and Light Commission approved plans and specifications and authorized solicitation of bids for five 2025 miscellaneous electrical distribution construction projects during its March 19 meeting.
The commission voted unanimously on the motion to approve the plans and to seek bids. Commissioners recorded “yes” votes from Commissioner Grundy, Commissioner Quirk, Commissioner Repaz and Commissioner Priapelle. The staff presentation said the work package includes three fiber projects and two electrical upgrades and estimated construction costs at about $45,600.
Staff described the three fiber projects as: a run from Storm Lift K10 to the Park substation (near the swimming pool); a run from the Point Reservoir to Storm Lift L2; and a run from Lift 5 (by Park and Rec) to the distribution service center. The two electrical projects are a new transformer and looping at the Folsom Farm service and a short replacement of existing cable with 500 MCM cable at the Park substation to remove a system “choke point.”
The commission was told a pre-bid meeting for interested contractors is scheduled for April 8, the bid opening is set for April 24 at 2:00 p.m., and staff plans to present bids for commission review and award at the May 7 meeting.
The motion as recorded authorized the plans and specifications to go out for bid; the meeting record does not specify which commissioner moved or seconded the motion. Staff said completing the contract award at the May meeting will allow the work to proceed in 2025.
Next steps are posting the documents for bidders, holding the pre-bid meeting on April 8, accepting bids on April 24 and returning to the commission on May 7 for award and contract approval.
