Council debates front‑loading Pine Grove Zoo quarterly payments while zoo awaits ERC credits

The Public Works Director explained the zoo first requested early payment in 2024 and the city accommodated the timing within that fiscal year; the zoo renewed the request recently and staff sought council guidance on whether to again disburse funds ahead of the normal schedule. “The agreement indicates it's gonna be on a quarterly basis, but, it's ultimately up to the council what you would like to do,” the Public Works Director said.
Several council members opposed front‑loading funds. One member said, “I would vote against it... we don't give any other money in advance to any other nonprofits,” and warned about setting a precedent and the possibility the ERC disbursements might not arrive. Another council member suggested requiring financial statements from recipients before releasing additional funds, citing the Humane Society's reporting requirement for earlier disbursements.
Other council members said the timing of disbursement does not change the budgeted total and that making earlier payments could help the zoo pay immediate operating costs until gate revenue resumes in spring. Council asked staff to check with the zoo about its communications with federal authorities on the ERC claim and to obtain the zoo’s recent financial reports; the Public Works Director said staff had not yet received that follow-up information but would seek it.
No formal motion or vote was taken; staff reported “I got the direction” to follow up with the zoo and return with additional information, including financials and status of ERC communication.
