Concord committee approves amendment to weapons policy asking visitors to remove firearms, adds federal-reporting clause

The Concord School District Communication and Policy Committee voted March 31 to support an amendment to Policy 5.44 that directs staff to ask members of the public to remove weapons from school property and allows for federal reporting if an individual refuses.
The measure grew from a suggestion by Pam Walsh and was read aloud during committee discussion by board member Jim Richards. Richards read the proposed language: "Members of the public who violate this policy will be asked to remove their weapon or firearm from school property immediately and will be reported to local law enforcement if the weapon or firearm is used in a threatening, harassing, or intimidating manner. If an individual of the public refuses to remove their weapon or firearm after being requested to do so, they may be reported to federal law enforcement." The committee clarified that the district's usual immediate response remains calling local law enforcement when a weapon is being used in a threatening manner.
Committee members discussed practical concerns, including which federal agency might be notified and whether staff on site should be expected to contact federal authorities during an incident. Kathleen Murphy of the district noted that local police are typically the immediate responders and that federal agencies would more likely be notified after an event for follow-up. Members also suggested adding contact information for the Bureau of Alcohol, Tobacco, Firearms and Explosives on facility-use materials to help clarify jurisdiction and to give permit-holders notice.
The committee adopted Karen Meeker's edited wording (which tied the sentences together and specified "school property" rather than the broader "premises") and moved the amendment forward for second reading at the full board. The motion to approve Pam Walsh's amendment for Policy 5.44 for second reading at the full board passed by voice vote.
The committee and staff indicated the amendment is meant to empower staff overseeing events to request removal of a weapon and to give the district discretion to notify federal authorities when appropriate; local law enforcement remains the primary on-scene responder.
