Task force refines implementation calendar; VillageReach contract will produce measurement plan, not a dashboard

Consultants and committee chairs presented an updated implementation calendar and several committee reports to the Incarceration Prevention and Reduction Task Force, emphasizing three top priorities for the year: developing a behavioral care center (BCC), creating a performance measurement plan and dashboard for the implementation plan projects, and strengthening diversion programs.
Martie Solomon, a consultant with Crossroads Consulting, said the calendar is a living document and highlighted a schedule of committee reports and planned briefings. The next meetings were set to include a quarterly progress report from the county executive's office, an update from the jail owner's representative, and stakeholder briefings on the Anne Deacon Center's utilization. Committee chairs were asked to present detailed updates in June.
Data work and VillageReach: Tasha Thompson, co-chair of the JPOP (performance) committee, said the group is drilling into metrics for the implementation plan and will meet in person on April 17 at 2 p.m. Dean White, special projects manager for Health and Community Services, provided public comment clarifying the scope of the VillageReach contract. He said the deliverable is a performance-measurement and evaluation plan that identifies measures and the data elements required to compute them; it is intended as a road map toward reporting, not an already populated dashboard. "The products from the VillageReach contract are to be a plan for performance measurement and evaluation," White said.
Trueblood funding update: A county staff member reported that the county applied for Phase 5 Trueblood funds to build housing for eligible individuals but the award is paused pending a partner organization's receipt of a separate state commerce grant; the county was advised to reapply when the partner's financial position is settled.
Other committee reports: Steering, behavioral health, legal-and-justice and JPOP committee chairs summarized recent site visits (King County LINC, Davidson County BCC) and local program launches such as mobile medical clinics and Division Street services. Committee leaders noted overlapping workstreams and urged coordination on data collection, service operations and funding.
No formal votes were taken on the calendar updates; members were asked to monitor evolving agendas and provide committee-level information for the county's quarterly implementation summaries.
