The Oregon House on April 1 passed House Bill 31‑44 A to require new planned communities to allow placement of modular and manufactured homes, subject to the same design standards as other homes in the subdivision.
Representative Marsh, sponsor of the bill, said House Bill 31‑44 fills a remaining gap following earlier 2022 legislation by ensuring new planned communities must permit modular and manufactured homes. Marsh said the law would apply only to new planned communities going forward and that units would be subject to the same design requirements as other houses in the development.
The bill also extended a sunset for dispute-resolution services supplied to manufactured-home park residents until 02/1931 (as stated on the floor transcript); Marsh said those services are funded by residents. There was no floor amendment, and the clerk declared the bill passed.
Supporters described the measure as narrow and aimed at expanding housing options in new subdivisions while maintaining uniform design standards.
