Committee carries over $1.5 million OHSU-AHEC residency collaborative bill after guardrail questions

Senate Bill 4-43, which would appropriate $1,500,000 from the general fund to the Higher Education Coordinating Commission to distribute to Oregon Health & Science University's Area Health Education Center to support the Oregon Academy of Family Physicians in developing the Oregon Residency Collaborative Alliance for Family Medicine, was carried over by the Senate Education Committee March 31.
Committee members raised concerns about whether the proposed investment could result in training or positions being created out of state. One senator said she would vote no because she was worried some program participants might go “outside of Oregon” and therefore the state dollars might not secure in-state residency positions. The chair and others said members needed clearer guardrails to ensure funded positions stayed in Oregon.
A motion to move the bill was made and then withdrawn by unanimous consent after committee discussion. Committee staff and members agreed the bill requires additional clarity and protections before further action; the chair formally carried the bill over to a future meeting for more questions and for possible amendment.
No fiscal action or referral occurred during the March 31 session; the bill remains pending.
Clarifying details recorded in the hearing include the $1.5 million appropriation amount and that the funds would be administered through the Higher Education Coordinating Commission to OHSU’s Area Health Education Center. Committee members asked for explicit “guardrails” to make sure the investment would “keep these positions here in Oregon.”
