Karen Butch, Human Resources staff, told the committee the county's compensation policy had not been substantially updated since 1998 and that the draft was developed by HR, reviewed by the Civil Service Commission and department heads, and sent to unions for comment. She said the Civil Service Commission adopted the plan as presented on March 25. "The compensation policy was emailed out, but it is 12 pages long. So I'm just gonna be touching on highlights," Butch said.
