PUC awaits AG sign‑off on Phase 4 renewable award; KEPCO contract pending paperwork

The Guam Public Utilities Commission on Jan. 30 heard an update on GPA’s Phase 4 renewable energy procurement (GPA docket 2425). The ALJ reported that the attorney general’s office had indicated it would approve the KEPCO contract as to form and legality, and the PUC is waiting for the AG’s paperwork before transmitting contracts for final review and issuing an order.
The matter concerns several proposals by consortia including KEPCO, Samsung C&T Consortium (DeepSeek/Samsung C&T) and Cortex Solar Energy LLC for up to 192 megawatts of renewable energy capacity under Phase 4. One commissioner recused from the docket because KEPCO is a client of his firm. The ALJ said once AG approval is received the contracts can be transmitted to counsel for review and then the PUC will issue an order.
No final award or contract approval was recorded at the Jan. 30 meeting; GPA and PUC staff continue discussions on remaining commercial and legal items, and PUC members asked for updates as paperwork becomes available.
