Committee approves consolidated engineering slate: pavement repairs, plaza conversions, PE contracts and supplements

The Development Oversight Committee on Jan. 28 voted to consolidate and approve engineering items 1–10 and advanced them to the board for placement on the proposed floor agenda.

The slate included construction contract awards, professional engineering service contracts and two supplements. Notable recommended awards and amounts presented in the agenda were: K5 Construction Corporation (systemwide pavement repairs) $7,703,649.59; MH Passion SN Nielsen and Associates (plaza improvements at I‑90 Plaza 19 and Tri‑State Plaza 32) $10,929,145.85; Hansen Professional Services Incorporated (I‑355/I‑88 master plan and design) $35,269,281.30; Atlas Engineering Group (construction management for plaza improvements on I‑88) $4,629,200.00; Terra Engineering (construction management for I‑90 plaza improvements) $2,600,000.00; Jacobs Engineering Group (design services for I‑490 ramp/mainline tolling devices) $2,500,000.00; ASE Incorporated (construction management for I‑90 rehabilitation) $2,692,138.00; Valdez Engineering Company d/b/a Valdez Architecture and Engineering (construction management for fiber optic system improvements) $2,050,000.00; a Stantec/Terra supplement not to exceed $2,483,719.58 for I‑490 design; and a White and Company/Orion supplement not to exceed $725,264.80 for I‑490 construction management.

Committee materials stated the pavement repairs contract low bid was $7,703,649.59 and that the bidder committed to exceed DBE and veteran goals; a subcontractor, Divergent Alliance LLC, is new to the Tollway and received technical assistance from the Tollway's diversity department. The plaza improvements work was described as part of an initiative to replace existing toll plazas with barrier‑free systems, and staff noted bids were competitive. The Valdez contract (item 8) covers construction management for fiber conduit and fiber optic cable installation; when asked whether the additional capacity could be monetized, staff replied the design includes additional capacity "based on anticipated demand."

Committee members moved to consolidate the ten engineering items for consideration and then to approve placement of the consolidated items on the proposed floor agenda. Both motions were adopted by voice vote; the transcript records "Aye" and no recorded nays, and does not provide an itemized roll‑call tally.

Each item will appear on the board agenda with the committee's recommendation for approval; staff said additional plaza contracts and design and construction packages are expected to return to the board later this year.
