Committee green-lights three IT contract items for full board review, including Tenable subscription and security sensor expansion

The Toll Highway Authority information technology committee voted unanimously to consolidate three information-technology items and place them on the full board agenda for the February meeting.

The package includes a recommended award for a Tenable software subscription under the authority’s master contract, a six-month contract amendment to continue maintenance for the authority’s library/customer portal software, and a contract amendment to add network detection and response (NDR) sensors to expand Security Operations Center coverage.

Mike Shea, the Tollway’s chief information officer, told the committee the first item is an award under the master contract to provide Tenable software that scans systems and network devices for sensitive data and helps identify, assess and manage IT vulnerabilities. Shea said the Tenable subscription “is a standard contract” and cited benefits including “proactive risk management, improved security posture, and reduced exposure to cyber threats through continuous monitoring and automated compliance reports.” The recommended amount for the Tenable subscription is $566,444.80 under contract 24-0190.

The second item is a six-month amendment to the authority’s library/customer-portal contract to allow time for a new competitive solicitation. Shea said the platform supports the authority’s website and customer service portal and that recent site consolidations have improved analytics and user routing. The committee was recommended to approve an amendment in the amount of $225,841.12 to NextGen (with XGN Incorporated listed in the transcript) to increase that contract to $1,730,641.12 for an additional six months of maintenance and support while procurement completes a new solicitation.

The third item would amend contract 23-0044R to add additional NDR network sensors and expand the Security Operations Center’s coverage. Shea said the additional sensors increase monitoring to detect malicious actors “24 hours a day” and that the need grew because additional data center locations were brought online after the original contract was bid. The recommended amendment to SDI Presence LLC is $33,007.50, increasing the contract to $2,013,708.50 (figure reported in the transcript as “2013708 hundred dollars and 50 cents”; the committee presentation interpreted that as $2,013,708.50). Shea also noted SDI Presence is a certified BEP vendor and referenced veteran‑owned business goals in the procurement process.

After Shea’s presentation, the committee voted by voice to consolidate the three IT items for consideration and then voted to approve placement of information-technology items 1 through 3 on the full board agenda for the February board meeting. The transcript records voice votes with aye/nay responses but does not record a roll-call tally or the names of motion makers for either motion.

The committee’s actions at this meeting were procedural: they consolidated the items for committee consideration and recommended placement on the board agenda. Final award or contract amendments will be decided by the full Toll Highway Authority board at its upcoming meeting.
