Gardner City utilities staff reported to the Utilities Advisory Commission on Jan. 2 that December 2024 and fourth-quarter metrics largely met annual targets, with fewer sewer repairs than in 2023 and routine water‑service repair times consistent with recent years.
Staff presented system reliability statistics for December and year-to-date 2024, including System Average Interruption Duration Index (SAIDI), System Average Interruption Frequency Index (SAIFI) and customer interruption counts. For December the presentation listed a SAIDI of 1 minute (reported as 0.01 hours), a year‑to‑date SAIDI of 20 minutes and a year‑end SAIFI that narrowly missed the target (reported at 0.709 vs. a 0.7 target). Staff characterized 2024 as meeting most targets and said the system performed well overall.
Sewer repair reporting for Q4 2024 showed 11 sanitary sewer-line repairs affecting eight customers; causes included one failure, nine resident-related issues and one other issue. The average workday response time for sewer repairs was 7 hours, 50 minutes, and the average repair time was 9 hours, 21 minutes. Staff noted that 2024 sewer repair counts (38 total for the year) were down from 56 in 2023.
Water distribution reporting showed 12 water service repairs in Q4 affecting 11 customers: one line failure, one damage-by-others, five resident-caused and five other issues. Average workday response time was reported at 17 minutes and average repair time at 2 hours, 4 minutes; after-hours response and repair times were also presented, and staff summarized an overall average repair time of about 2 hours, 28 minutes. Staff said 2024 totals were similar to prior years for the water system.
On capital projects, staff reported construction began on the new maintenance building at 1150 Santa Fe Street (contractor: Lloyd Builders); staff estimated completion in late summer or early fall 2025 and said work had started the morning of the meeting. Commissioners congratulated the distribution crew on system performance and asked to be kept informed about project schedules.
No formal action was taken on these reports; the commission received the metrics and project updates for oversight.
