Farmington council approves consent agenda including resurfacing requests, accepts grant increase; cancels March 18 work session and holds closed session on MRA

Farmington City Council voted Tuesday to approve its consent agenda, awarding a $63,227.06 multi-term contract for copper wire and cable, authorizing cooperative purchasing membership, approving a $6,000 increase to a federal drug-control grant and adopting two resolutions seeking New Mexico Department of Transportation (NMDOT) funds for Thirtieth Street resurfacing. The council also approved cancelling the March 18 work session and held a closed meeting to discuss acquisition of real property in the city’s Metropolitan Redevelopment Area.
The council approved the consent agenda with a single motion; the mayor announced the motion carried "four-zero." The consent package included approval of minutes from the council’s Feb. 11, 2025 regular meeting; award of a multi-term contract for copper wire and cable to Consolidated Electrical Distributors as the lowest bidder at $63,227.06 (six bidders participated); authorization to join the Purchasing Cooperative of America via an interlocal agreement; Grant Modification 1 to award number G24SN0010A from the Office of National Drug Control Policy increasing the award by $6,000 (bringing the total to $358,500); and two adoption resolutions (2025-1980 and 2025-1981) requesting NMDOT funds for Phase 1 and Phase 2 of the Thirtieth Street resurfacing project between Fairview Avenue and Farmington Avenue.
City Manager Mays asked the council to cancel the March 18, 2025 council work session because it coincides with spring break; Councilor Rogers moved to cancel and Councilor Giacchino seconded. The motion passed on voice vote. The council did not record extended debate on the cancellation and staff told the council it had scheduled around the absence.
The council later convened a closed meeting to discuss acquisition of real property in the Metropolitan Redevelopment Area under Section 10-15-1(H)(8) NMSA 1978. After the closed session the mayor said the only item discussed was acquisition of real property in the MRA District; the council then adjourned.
Councilors and staff recognized Beth McNally for her service on the Metropolitan Redevelopment Agency Commission from 2018 to 2025. McNally told the council, "I just wanted to say thank you. I've really appreciated the chance to work on the MRA." Mayor Deckard also addressed McNally, thanking her for her service and noting her involvement in downtown planning and the Animas District efforts.
Votes at a glance: the consent agenda (items 6–11) was approved by voice vote with the mayor announcing the motion carried four-zero; the motion to cancel the March 18 work session was moved by Councilor Rogers, seconded by Councilor Giacchino, and approved by voice vote; the council approved entering the closed session under the cited statute and later adjourned.
The meeting included no public comments and contained routine administrative items. No ordinances requiring formal readings or contested policy decisions were brought up for separate debate at the meeting.
