Warren (MRA staff) presented the Metropolitan Redevelopment Agency commission’s recommendation for an incentive request of up to $80,000 to cover infrastructure upgrades (electrical, plumbing, HVAC) for a proposed renovation that would create seven independent, soundproof bays for small businesses. The applicant’s total renovation budget was described at roughly $258,000 plus about $100,000 in fixtures and furnishings; the MRA recommendation noted eligible costs for infrastructure work.
During council discussion members asked about demand for leasable small-business space downtown, timeline and whether applicants already had commitments. Toe (Toe Chavis), the applicant and owner, said he had interest from multiple entrepreneurs and described the concept as smaller, private suites for stylists and similar services. As Chavis told council, “I'm there when you're having your child for the first time, when you're going through a divorce, when you lost your mom, when you lost a baby,” explaining the intent to offer private, elevated service bays.
Councilors raised the size of the requested incentive relative to the remaining balance in the Community Transformation and Economic Diversification (CTED) fund; staff noted the fund had roughly $300,000 remaining and councilors discussed reserving money for other potential projects. Councilor Rogers moved to award $40,000 (half the requested amount) and Councilor Giacchino seconded. The council voted in favor with no recorded opposition.
The incentive is reimbursement-only, meaning the applicants must complete eligible work and submit documentation to receive payment. Councilors and staff noted the award intends to encourage downtown investment and create attainable lease spaces for entrepreneurs.
