Wheaton council votes: subdivision, fleet purchases, equipment and bylaws approved

The Wheaton City Council voted on multiple items at its March 17 meeting. Key council actions included approval of a two‑lot single-family subdivision at 1106 North Path with a minor lot-depth variation; authorization to purchase fleet vehicles and a command vehicle; approval of amended bylaws for the Downtown Wheaton Association; extension of a building permit for 204 West Liberty Drive (Faywell Apartments) under seven conditions; and ratification of a 12‑month lease extension for 44 Flock Safety automated license-plate reader cameras funded by an Illinois Attorney General grant.

Subdivision and variations (1106 North Path). The council received and accepted the Planning and Zoning Board’s unanimous recommendation to approve a two‑lot subdivision for the McMaster property at 1106 North Path. The ordinance includes a lot depth variation from the required 132 feet to approximately 131 feet and six conditions. Council members asked about sidewalks and stormwater: staff said no sidewalk is planned on the subject side of the street under the current program (a sidewalk exists on the opposite side), and that adding a storm sewer service for a sump pump should reduce local ponding.

Fleet and equipment purchases. The council authorized the purchase of five 2025 Ford utility interceptor hybrid SUVs from Curry Motors Fleet through the Northwest Municipal Conference Suburban Purchasing Cooperative for a total not to exceed $244,465. City staff noted the five vehicles being replaced each have over 100,000 miles and that the additional cost is covered by the vehicle replacement fund. The council also authorized purchase of a 2023 Chevrolet Tahoe to be used as a mobile command post, procured through the Buy Board National Purchasing Cooperative for an amount not to exceed $60,089.96; staff said buying a 2023 model saves about $10,000 versus a 2025 model and the purchase is slightly under budget.

Downtown Wheaton Association bylaws. The council approved amended bylaws for the Downtown Wheaton Association Inc., a requirement under the city’s agreement related to Special Service Area 8.

Building-permit extension (Faywell Apartments). The council directed staff to extend the building permit for 204 West Liberty Drive and to impose seven conditions, including demolition of existing improvements except for the Egg Harbor Café building and associated parking if that business remains a tenant. Staff said permit issuance is imminent if required information is submitted and that the owner has indicated demolition will likely be completed prior to the council’s August meeting.

Other business. The council approved warrant number 892 in the amount of $1,031,330.26.
