Council members on Monday referred several staff memos and committee items for further review rather than taking final action.
Items referred included a member memorandum from Sarah Lise, deputy director of community and economic development, concerning a 2025 funding agreement with the Rockford Area Arts Council; a memorandum from Jeremy Carter, city traffic and development engineer, regarding approval of an application and acceptance for the Bloomberg Philanthropies Asphalt Art Initiative grant; a memorandum from Jacob Rubin, assistant city attorney, on an annexation agreement for a parcel on Fifth Street; and the Traffic Commission agenda and minutes for consideration at the Code and Regulation Committee.
Finance-related referrals included a city-state intergovernmental agreement for Northland (Kilburn) Avenue resurfacing and a city comment agreement for Madison Street improvements related to line relocation, both from Timothy Hankins. The council also opened bids for city-owned property at 815 West Eighth Street and announced a winning bid from The Salvation Army offering $1,000; staff noted the bid package included a money order in the amount transcribed as $100. The bid outcome and sale were referred to the Finance and Personnel Committee for further action.
All memos were referred to the committees named in the staff reports for additional review and recommended ordinance or contract drafting as appropriate.
