The Rockford City Council on Monday approved an ordinance adopting the 2025–2029 consolidated plan, the 2025 annual action plan and an Analysis of Impediments to Fair Housing Choice, covering the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs.
Alderman Wilkins, speaking for the Planning and Development Committee, presented the item as a committee referral and asked the legal director to prepare an appropriate ordinance. The council voted by roll call to adopt the ordinance; the clerk announced 12 ayes and no nays.
The consolidated plan and annual action plan set the city’s frameworks for the listed federal housing and community development programs for the coming program year. The item was first introduced to the council during committee reports by Alderman Wilkins and later returned at new business for formal adoption.
There was no extended debate recorded on the ordinance itself. The motion included direction that the city legal director prepare the formal ordinance language for final enactment.
