Palatine awards 2025 road contracts, adds supplemental resurfacing and approves salt purchase; projects below budget

The Palatine Village Council moved forward on a suite of 2025 street maintenance contracts, including awards for the principal roadway rehabilitation project, a supplemental resurfacing package and authorization to procure road salt through the State of Illinois purchasing cooperative.

Staff told the Infrastructure and Environment Committee the 2025 roadway rehabilitation award covers reconstruction and rehabilitation of Michigan, Brockway and Gilbert streets plus concrete edging work on Louise and Cornell. The low compliant bid came in roughly 15% under budget, yielding savings of more than $315,000 on that contract alone.

Because of additional savings from a February resurfacing contract, staff proposed using about 60% of combined savings to add nine more streets to this season’s resurfacing program through supplemental contracts and in-house resurfacing work. Staff said the combined adjustments would allow work on 83 road sections covering about 15.25 miles—roughly 10% of Palatine’s road inventory—while leaving about $300,000 in budget contingency.

The committee also approved participation in the state purchasing cooperative to solicit pricing for up to 3,360 tons of road salt for next winter. Staff noted Palatine had substantially fulfilled last winter’s contracts and that dome storage is nearly full for the current season.

All three committee motions passed unanimously and were placed on the council consent agenda. Staff said the supplemental resurfacing would honor the same unit prices as the awarded contract and that one change order would extend Cornell improvements just west of Smith Street.

Committee members and staff described Palatine’s resurfacing program as delivering competitive pricing compared with neighboring communities and said the added streets represent an opportunity to accelerate pavement maintenance this year.
